A Win-Win BIPARTISAN Contract for America

From “Politics as Usual” to GOOD GOVERNMENT based on GOOD SCIENCE

 

1. Global Energy Independence Program (GEIP) -- Clean, Renewable Energy = $2-3T/yr (CP p101)

As a Scientist, my Global Energy Independence Program (GEIP) can provide clean, renewable energy that SAVES $2-3T/yr of the $5-7 Trillion/yr currently spent primarily on carbon-based sources of energy.

 

Since America uses approximately one third of the energy used across the planet, $1T/yr could go far not only towards helping to pay off our Budget Deficit but also pay for Universal Healthcare and Education on a BIPARTISAN basis. Similarly, if the $2-3T/yr of SAVINGS with GEIP is used globally as LEVERAGE for a PEACE Paradigm, PROFOUND GOOD can be done. (See below.)

   

GOOD SCIENCE is based on Validation and NOT Opinions. Thus, an Engineer who had worked closely with Jack Welch when he was CEO of General Electric has confirmed that GEIP does Precisely what I say it can do. This is how true Win-Win Progress is made.

 

2. Ending Gridlock in Washington and Beyond with GOOD GOVERNMENT vs “Politics as Usual” (CP p59)

“The essence of our research is to make sure that the fight against Poverty is based on Scientific Evidence.” -- Dr. Esther Duflo, 2019 Nobel Prize in Economics Recipient

   

In 2019, the Nobel Prize in Economics went to Dr. Abkifat Banaja and his wife, Dr. Esther Duflo (both at MIT) and Dr. Michael Kremer (Harvard) for developing an Experimental Approach to fighting Poverty based on Randomized Controlled Trials (RCTs). While RCTs has been the Standard of Practice in GOOD MEDICINE for decades, GOOD SCIENCE is now applying these techniques to some of our most pressing social problems including Poverty, Crime, Addictive Behaviors, Healthcare and much more.

   

At the University of Chicago, Michael Belsky is applying OUTCOMES-Based Budgeting (OBB) to actually Evaluating Governmental Budgets based on OUTCOMES instead of “Good Intentions,” Opinions or “Politics as Usual.” By making Budgeting Decisions at ALL levels of GOOD GOVERNMENT based on the actual OUTCOMES of various programs, we can quickly move from Gridlock to Win-Win Progress based on Results instead of Opinions. Similarly, estimating anticipated Outcomes can help in the Ranking of proposed programs for RCTs before their full implementation. This is how Research Funding is done.

   

Thus, rather than endless “debates” concerning Programs, by employing Randomized Controlled Trials (RCTs) to evaluate various “liberal” or “conservative” approaches to specific problems and agreeing ahead of time to implement the programs with the Best OUTCOMES in the most Cost-Effective manner possible regardless of “Ideologies,” we would finally be moving from “Politics as Usual” to genuine GOOD GOVERNMENT for the GOOD of ALL Such a Win-Win approach can be applied to Healthcare, Education, Criminal Justice and the PEACE Paradigm, etc. as described below.

   

Now, instead of looking at any particular “Party,” VOTERS could decide on Candidates based on their pledging to implement the BIPARTISAN Contract for America based on GOOD SCIENCE and GOOD GOVERNMENT -- thus finally Ending GRIDLOCK Once and for ALL.

   

It is worth noting that in the dark aftermath of WWII, the brilliant Mathematician, Johnnie von Neumann helped to develop Game Theory which showed that, in the long run, Non-Zero Sum Win-Win Strategies always outperform Win-Lose Scenarios. Over the Ages, countless millions of people have been Killed and Harmed by Arrogant, Stupid, Systematic Abusers of Power (ASSs) fighting for one Win-Lose Tribe or Cause or another. Simply put, we have all Lost by the Countless Lose-Lose Wars and Oppressors over the Millennia. It is to FIGHT ASSS that I ask for your help NOW. (See PEACE Paradigm.)

   

Of course, the Fundamental Principle of Win-Win Game Theory was first articulated by a very wise man some 2000 years ago who preached that we should “Do onto others as we would have done unto ourselves.” Sadly, Jesus too was Killed by ASSs preaching this message. But it Is Time to finally Practice what we Preach. Whether it is Russia, China, the EU or all other countries, as Hillary would say we are “Stronger Together.” Whether it is as a Country or as a Planet or as a Galaxy, this Principle is True.

   

As discussed in my book, The Chicago Project, using Safe Haven and GEIP as LEVERAGE for a PEACE Paradigm, with the help of Russia and China, we can offer these programs to Iran and North Korea, respectively, in return for the Peaceful Denuclearization of these Countries. Similarly, offering these programs to Countries in South America, Africa and Asia can help to significantly improve the Global Standard of Living for ALL of God’s Children. Simply put, the more that we All Work TOGETHER as a Country and as a Planet, the Better the Win-Win Outcomes are for us ALL. Jesus’ Message Lives On.

   

Sooner than later, another Nobel Prize in Economics will be awarded to a group of individuals who expand upon the work of Banarjee, Duflo and Kremer noted above to develop a comprehensive Economic Model of Win-Win Game Theory and OUTCOMES-Based Budgeting applied at ALL levels of Government and Economies from Local to National to International for the GOOD of ALL. Note: the UofC already has 98 Nobels in Economics …This, too, is an important part of The Chicago Project. (See Below)

 

3. Safety and JOBS for ALL -- Breaking the Cycles with Safe Haven and Chicago-BAJE (SH p114; CP p47)

“If the ONLY thing we do in 2019 (sic) is to implement After School programs for our children and JOB Programs for ALL individuals on Probation and Parole, we can easily reach the initial goal of Reducing Gang Crime and MURDERS >50% and help make Chicago a Model for the Country on the way towards achieving a Gang-Free, Drug-Free, Full-Employment Economy in America by the Year 2020 that SAVES LIVES and Billions of Tax Dollars-- a good start indeed to Paying Off the Pensions and CUTTING TAXES.”

   

Safe Haven is a series of PREVENTION-oriented, community-based initiatives aimed at breaking the cycles of gangs, drugs, abuse and joblessness in America once and for all. Much as with the CCC and WPA from the Depression era, a Community Service Corps (CSC) would provide unemployed able-bodied persons JOBS in the private and public sectors thus helping individuals contribute positively to society even as they look for other work on a more permanent basis.

     

The motto for Safe Haven is A PENNY OF PREVENTION IS WORTH A DOLLAR OF CURE. If we can reduce gang crime, drugs, abuse and joblessness by even 10%, we would be SAVING Illinois over $500 million annually. By reinvesting some of the savings into further expanding community-based, prevention-oriented programs such as affordable day care and afterschool programs for our children, we could achieve a multiplier effect with even greater savings, both financial AND human, in future years. Our overall target goal would be to achieve a gang free, drug-free, full employment economy in America that SAVES LIVES and BILLIONS of tax dollars while significantly IMPROVING our Education system and Business sector in the process. This would be a true win-win for the citizens of Illinois.

 

4. World-Class Education for ALL -- The Comer/CSC Model for Excellence in Education (SH 135; CP 48)

 

4.1 Introduction: OUTCOMES v Ideologies-- Deliberately Designing Academic Excellence in Education

This Section briefly summarizes specific steps to Deliberately Design Academic Excellence in our Education System by focusing on OUTCOMES v Ideologies in defining BEST PRACTICES moving forward. Below, I summarize seven specific programs that can help in achieving these goals. An Expanded version of this can be found by clicking here for my paper, Comer-Model Community Service Corps (CSC) School Programs for Excellence in Education. But first, it is important to look at programs that have WORKED both in the past in America and in other Countries currently to significantly improve Academic OUTCOMES and Safety in Chicago Schools starting as early as this summer.

 

The Number One Predictor of a child’s Academic Performance both here and around the World is NOT class size, amount spent per pupil or teachers’ salaries, it is, by far, PARENTAL INVOLVEMENT. In 1968, Yale Psychiatrist Dr. James Comer took the two Worst performing elementary schools in New Haven Connecticut and transformed them over a year into the second and third Highest academically performing schools specifically by involving Parents in the process. Safe Haven’s Community Service Corps (CSC) turbochargers this process and can help develop World-Class Schools-- SAVING LIVES and Tax Dollars in the process.

   

During the Depression in America, it was not uncommon for there to be 40-50 students in a class-- but you could hear a pin drop and true Learning was occurring. Clearly, it was not a matter of money or class-size, it was a question of VALUES. Similarly good OUTCOMES can be found in many other Countries around the World today. To improve, we must ask the question “What are South Korea, Finland and even Canada doing that we are NOT?”

   

Simply put, true LEARNING requires Discipline and Effort. Parents around the World can encourage their children to be Lifelong Learners-- not just in terms of reading books, but always feeling that they have the Right and Power within them to achieve whatever they can dream. But they also have the Responsibility to help Build a Better World for ALL, especially by Working TOGETHER. We must Learn to not only be Respectful of others, but to appreciate what wonderful accomplishments can be achieved working Together. 4.2 Seven Programs to Significantly Improve Academic OUTCOMES

   

Obviously, there are both “Short-“ and Long-Term steps that can be taken to significantly improve our Schools in highly Cost-Effective, Win-Win ways. The following is a brief summary of Seven Programs from Pre-K on to Strengthen Parental Involvement and build World-Class Schools--marching TOGETHER on Freedom’s Road towards true EMPOWERMENT. 5. Universal Affordable Healthcare (CP p59)

    As noted in my BIPARTISAN Win-Win Contract for America, the potential SAVINGS in the US of $1T/yr with Safe Haven and GEIP can help to fund Universal Healthcare and Education on a BIPARTISAN basis if only we can finally move from the gridlock of Impeachments and “Politics as Usual” to GOOD SCIENCE and GOOD GOVERNMENT for the Benefit of ALL.     America spends approximately four times as much on healthcare as other Industrialized Countries but, while our Healthcare is the BEST in the World, it could still be much more cost-effective.

 

6. Win-Win Trade Deals and International Relations (CP p101)

   We have one of the Strongest Economies and Highest Job Rates in years. This is NOT by accident. We need to support and expand upon such policies moving forward.

    Long before Donald Trump was President or even the host of “The Apprentice,” he was perhaps best known as the author of The Art of the Deal. While Trump did not specifically use the term “Win-Win,” all Good Deals are, by definition, Win-Wins at one level or another. President Trump has specifically stated his dislike of Tariffs as a Policy while appreciating their “usefulness” as a Strategic Tactic which works.

    Clearly, on many levels, not just China but most other Countries have taken advantage of America for a very long time indeed. Stealing Intellectual Property and other Unfair business practices Must Stop and Tariffs can help accomplish this Positive Goal. Having said this, however, the sooner that Countries around the World can develop Win-Win Economic Models as part of a PEACE Paradigm, the better it will be for us all. This is a Fight worth Fighting.

 

7. Security at Home and Abroad -- The PEACE Paradigm -- Sharing GEIP with the World (SH; CP p105)

    Safe Haven can give us Safety and Security at home by reducing Gang Crime, Drugs and Murders         > 95% through the use of GOOD PREVENTIVE MEDICINE, GOOD SCIENCE and Best Practices based on OUTCOMES instead of Ideology-- SAVING LIVES and Tax Dollars in the process.

With Safe Haven, we can transform Violence and Despair into JOBS and HOPE throughout the World. And in the process, PROFOUND GOOD will have been done for the Benefit of ALL. --EMPOWERMENT (Rights AND Responsibilities) vs Entitlement (Rights WITHOUT Responsibilities)

     In 1933, in his first inaugural speech, FDR called Welfare a “narcotic.” The more narcotics you give, the WORSE problems become over time. Then, single-parent families accounted for <5% the population. And most of these were the children of soldiers slain in WWI. Sadly, especially from the 60s on, single-parent families have exploded and now account for > 70% households in many urban minority communities. Multiple statistics note the Increased Risk for Poor Academic Outcomes, Gangs, Drugs, Dropouts and Joblessness in single-Parent family households. Clearly, the more that we Promote and  Strengthen Families (especially with two healthy parents), the Better it is for children.

 

-- Affordable Medicine

    When the Human Genome Project had been at work for over 10 years slowly mapping the entire Gene Sequence of humans, a group of Bio Tech “Entrepreneurs,” with the help of Super-Computers was well on its way to beating the Government-Funded team to this goal.

 

-- Paying Off the Pensions with Safe Haven and GEIP-- Universal Healthcare and Education

    Safe Haven and the Global Energy Independence Program (GEIP) are able to Pay off the Pensions WITHOUT having to raise Taxes. Thus, these programs have direct relevance to ALL Citizens and Voters in Illinois and beyond. Similarly, as Safe Haven and GEIP are also able to help underwrite the costs of Universal Healthcare and Education on a National level this, too, could have a significant impact on the costs of these programs to the City and State moving forward.

    As noted previously, I am willing to share the simple equation underlying GEIP with Mayor Lightfoot and Governor Pritzker if they are willing to both meet and support the implementation of these Safe Haven programs as I have briefly discussed with them in the past. Similarly, I will gladly share GEIP with Nancy Pelosi, Chuck Schumer and President Trump in return for their support for the implementation of Safe Haven as part of a BIPARTISAN Win-Win Grand Deal to End Gridlock Once and For All.

    Since implementation of Safe Haven programs can begin as early as a “Summer of Tough Love” (SoTL) and be further expanded with the start of the new school year in September, the potential SAVINGS (both human and financial) and significant improvements in Academic OUTCOMES are directly relevant to the PEOPLE of Illinois and beyond. Thus, ultimately, these are decisions that not only Mayor Lightfoot and Governor Pritzker, but the PEOPLE can make come March and November. But the Time to Choose GOOD GOVERNMENT based on GOOD SCIENCE vs “Politics as Usual” is NOW. A Penny of Prevention truly IS Worth A Dollar of Cure.

**Dr. Kimball Ladien is a Physician and a Scientist who has been working on Safe Haven and the Chicago Project for over 35 years. -- Resident Patrols (RP’s)—Regular and “Electronic” (eRPs)

    While Resident Patrols are already available and have shown their cost-effectiveness for “Safe Passage Programs,” these CSC participant-based programs would be significantly expanded both during the summer and then even further during the new school year. These Resident Patrols may also have further roles as liaisons with other Community resources (e.g., CPD, Crisis Intervention Workers, store owners, etc.) and families in their neighborhoods. Thus, a deliberate effort will be made to move towards Prevention-Oriented interventions wherever and whenever possible. Also, if RP’s are “armed” with cell phones, a significant part of their job may be to simply Skype with the CPD as well as record potential conflicts before they escalate. RP’s would thus NOT “replace” CPD Officers, per se, but they would help participate as their “eyes and ears” within the community.

    In addition to regular RP’s, individuals with Disabilities that limit their ability to work outside of the house can be assigned to “Electronic Resident Patrols” (eRPs) who would simply monitor cameras in their neighborhoods and call in any “problematic” activities to a special CPD number. By the expanded use of integrating current cameras with “block cameras” at each end of local streets and alleys and even private outside front doors and garage cameras, we can significantly improve our ability to monitor communities and, hopefully, PREVENT tragedies before they occur. Time will tell.

 

 

 

 

                           BIPARTISAN Contract for Illinois--FIXING THE SYSTEM ONCE AND FOR ALL

                      Towards a Gang-Free, Drug-Free, Full-Employment Economy in Illinois by 2020.

 

Five Specific Initiatives to SAVE LIVES and Billions While Helping to FIX THE SYSTEM Once and For ALL

1.Global Energy Independence Program (GEIP)

   GEIP is based upon a very simple equation that can provide a clean and renewable energy source that on a global scale can SAVE $2-3 TRILLION/Year of the $5-7 Trillion spent annually primarily on carbon-based energy sources. GEIP is currently in the process of being GIFTED to Pope Francis and the Bill and Melinda Gates Foundation with the understanding that the first demonstration site for these programs will be in Illinois. Illinois could thus be SAVING literally BILLIONS of dollars annually while helping the environment, businesses and the great, hard-working tax-payers and citizens of Illinois in the process.

2. Safe Haven—A PENNY OF PREVENTION IS WORTH A DOLLAR OF CURE.

3. IF-PREVENT (Investigate, Fix and PREVENT) = GOOD MEDICINE and GOOD GOVERNMENT.

    In medicine the standard practice is to Investigate, Fix and, ultimately, PREVENT problems whenever and wherever possible. By employing the same principles in GOVERNMENT as well as in our Civil and CRIMINAL JUSTICE systems, we could go a long way towards PREVENTING many of the problems that have plagued society for far too long--replacing “Politics as Usual” with GOOD GOVERNMENT for ALL.

    By ensuring, for instance, that individuals leaving jail remain not only drug-free but gainfully employed, using the Community Service Corps where necessary, we could bring recidivism rates down significantly while improving the overall safety of communities and saving tax dollars in the process.

    Even more importantly, however, by working with at-risk youth and their families and keeping them in school and involved in after-school programs, we would not only be ensuring that they were learning and doing their homework, we would also ensure that they were NOT getting involved in gang-related activity. Simply put, we would break the all-too-viscous cycles of gangs, drop-outs, drugs, abuse and joblessness whenever possible BEFORE they even start. Again, Prevention is a BIPARTISAN concern.

The more that we ensure that ALL of the children of Illinois are not only getting a world-class education but also have Safe Havens at home with loving parental involvement, the more we are treating EARLY many of the root causes leading to future problems. Simply put, we are putting the policies of PREVENTION into PRACTICE for the GOOD of ALL.

 

4. Super-EPIC—Tracking TRANSPARENCY and ACCOUNTABILITY in Our Systems.

    Just as FedEx can track a package anywhere in the World, a Super-EPIC program would help to track “problems” anywhere in our systems be they corruption in government, issues in our criminal justice system or concerns about abuse of our children in school or elsewhere. We could literally track the status of situations as we proceed to Investigate, Fix and, ultimately, PREVENT these problems over time. Simply put, Super-EPIC gives us the technical means to ensure that “problems” no longer can  conveniently “fall through the cracks” as they did in the case of Mayor Daley’s nephew who 9 ½ years after the fact finally pled GUILTY to MANSLAUGHTER in the WRONGFUL DEATH of David Koschman.

    Similarly, by having such Super-EPIC tracking systems available online to be seen by the public, we can achieve significant TRANSPARENCY and ACCOUNTABILITY in our systems moving forward.

 

5. Chicago-BAJE Win-Win Mediation BEFORE Lose-Lose Litigation (WWMBL3)

    The Chicago-BAJE Win-Win Medication BEFORE Lose-Lose Litigation (WWMBL3) would, as the name implies, significantly modify our current criminal justice system to emphasize utilizing MEDIATION in conjunction with the IF-PREVENT and Safe Haven programs to try and significantly REDUCE the level of crime in Illinois over the next several years. Again, by getting at some of the major root causes of criminal activity, especially utilizing afterschool, substance abuse prevention, Community Service Corps and job apprenticeship programs, we can do a great deal to PREVENT crimes before they ever occur in the future thus saving both LIVES and tax dollars in the process. Significantly, offenders and their families benefit from these programs at least as much as society at large. Thus, win-win programs truly ARE a win-win for EVERYONE.

    Just as Win-Win Mediation BEFORE Lose-Lose Litigation (WWMBL3) works in the criminal justice system, it is equally effective in the civil justice system as well. Simply put, the more parties sit down together and try to seek win-win resolutions to their problems, the better it is for them and society at large--not to mention the significant savings in both time and expense by avoiding often lengthy and costly lose-lose litigation whenever and wherever possible.

     In case people are wondering, “BAJE” stands for Cook County Clerk Dorothy Brown and Judges Thomas Allen, Moshe Jacobius and Tim Evans who were in different ways involved in the early formulation of these programs. The Illinois Supreme Court is already calling for more win-win Mediation through their Alternative Dispute Resolution programs and we should all help them achieve these goals on a BIPARTISAN basis moving forward. Again, Chicago-BAJE can become a MODEL FOR THE COUNTRY for implementing a highly humane and cost-effective, win-win Mediation BEFORE lose-lose litigation justice system for the benefit of ALL.

Three BIPARTISAN Legislative Proposals to Pass ASAP.

1. Safe Haven-Chicago

    Safe Haven-Chicago would allow for the implementation of a demonstration program of the principles of Safe Haven on a BIPARTISAN basis SAVING LIVES and tax dollars in the process. By having especially affordable day care and afterschool programs available ASAP, we can show the citizens of Illinois by ACTIONS and NOT just mere WORDS what GOOD GOVERNMENT can be all about. As crime and truancy fall and grades rise, the RESULTS will speak for themselves.

 

2. David’s Law

    As noted previously, David Koschman was the young man who died after being punched by Mayor Daley’s nephew, RJ Vanecko, on April 25, 2004. As most people know, it took a SPECIAL PROSECUTOR to finally do the job that the Chicago Police and State’s Attorney’s Office had refused to do leading to the GUILTY plea of RJ Vanecko 9 ½ years AFTER the fact. His 60 DAY sentence is a subject for another day.

    By the BIPARTISAN passage of David’s Law, which would utilize both the IF-PREVENT and Super-EPIC models, we can go a very long way indeed to ensuring a much more FAIR and EQUAL system of JUSTICE where cases could no longer conveniently “fall through the cracks” as special “favors” to the powers that be whether it is involving David and Nanci Koschman, Metra-Gate or some poor kid from the “wrong side of town” be it In Chicago, Peoria or Alton, Illinois.

 

3. Sylvia’s Law

    Sylvia was the wife of a physician whose Advance Directives to be FULL CODE were deliberately IGNORED by the administration of a hospital in Chicago. The same hospital administration then went on to watch for SEVEN DAYS as Sylvia slowly DROWNED TO DEATH on her own secretions when she could have easily been saved using basic standard of care procedures to protect her Airway and Breathing.

    A week before Sylvia’s WRONGFUL DEATH, Sylvia’s physician-husband repeatedly WARNED the hospital administration that “If Sylvia dies and she is not FULL CODE then, in addition to being GROSS MALPRACTICE, this will be MANSLAUGHTER.” For his WHISTLEBLOWING efforts to PROTECT his wife, Sylvia’s physician husband was “summarily suspended” without cause from the hospital where he had been on staff for over 15 years. Subsequently, Sylvia’s physician-husband’s staff privileges were   terminated without due process in a continuing effort to try and silence him.

    For over three years now Sylvia’s physician-husband has been unsuccessful in getting the CPD, ISP and the State’s Attorney’s Office to even INVESTIGATE, let alone PROSECUTE, those responsible for Sylvia’s WRONGFUL DEATH. Both Lisa Madigan and Pat Quinn were in court actively fighting to have this case DISMISSED without a single fact being heard thus covering up rather than Seeking the Truth!

    In the case of the WRONGFUL DEATH of David Koschman, Mayor Daley’s nephew threw ONE punch and yet, ultimately, pled GUILTY to MANSLAUGHTER 9 ½ YEARS after the fact. Yet with KNOWLEDGE and INTENT, along with MEANS, MOTIVES and OPPORTUNITY, the WRONGFUL DEATH of Sylvia is much closer to MURDER ONE. But, in the absence of an effective judicial system and with a deliberate cover-up of these crimes, those responsible are quite literally GETTING AWAY WITH MURDER. This must STOP.

    Sylvia’s Law would incorporate into law the principles of IF-PREVENT, Super-EPIC and the Chicago-BAJE Win-Win Mediation BEFORE Lose-Lose Litigation programs in a way that all such problems would be INVESTIGATED and MEDIATED as initial steps towards trying to both FIX and, ultimately, PREVENT such deliberate ABUSES of POWER in the future thus helping to ensure that NO ONE IS ABOVE THE LAW.

 

Two Requests of Governor Pritzker and Attorney General Kwame General.

1. JOIN US in PASSING these 3 Legislative Initiatives so that voters can see by our ACTIONS and NOT just our WORDS that we say what we mean and we mean what we say. Then, whatever happens, the true WINNERS moving forward will be the VOTERS and CITIZENS of Illinois.

2. LEARN FROM HISTORY by Investigating, Fixing and PREVENTING problems rather than just COVERING THEM UP. Simply Investigate the issues leading to the WRONGFUL DEATH of Sylvia and JOIN US in FIXING THESE PROBLEMS for the GOOD of ALL of the citizens of Illinois.

    Judge us on our MERITS and our PROGRAMS and NOT our parties. But STAY INVOLVED and hold us ACCOUNTABLE for achieving the goals we set before you today. In a DEMOCRACY it is the VOTERS who have the POWER to help ALL politicians of ALL parties to FIX THESE PROBLEMS ONCE AND FOR ALL.

  Let us truly be a MODEL FOR THE COUNTRY in highly humane, cost-effective PREVENTIVE MEDICINE and, therefore, PREVENTION-Oriented GOOD GOVERNMENT that identifies and investigates the root causes of problems and FIXES THESE PROBLEMS ONCE AND FOR ALL. Alone, we can accomplish little. Working TOGETHER we can truly build a better Illinois for the GOOD of ALL. Let these be goals truly worthy of us all.

         Comer-Model Community Service Corps (CSC) School Programs for Excellence in Education

1.Introduction: OUTCOMES v Ideologies-- Deliberately Designing Academic Excellence in Education

    The following paper briefly summarizes specific steps to Deliberately Design Academic Excellence in our Education System by focusing on OUTCOMES v Ideologies in defining BEST PRACTICES moving forward. Section 2 summarizes seven specific programs that can help in achieving these goals.

    Section 3 outlines specific steps that can be taken in negotiating with the Chicago Teacher’s Union in reaching a highly cost-effective Win-Win Strategy for Improving Academic OUTCOMES, Safety and Satisfaction for Teachers, Students and Parents. But first, it is important to look at programs that have WORKED both in the past in America and in other Countries currently to significantly improve Academic OUTCOMES and Safety in Chicago Schools starting as early as this summer.

    The Number One Predictor of a child’s Academic Performance both here and around the World is NOT class size, amount spent per pupil or teachers’ salaries, it is, by far, PARENTAL INVOLVEMENT. In 1968, Yale Psychiatrist Dr. James Comer took the two Worst performing elementary schools in New Haven Connecticut and transformed them over a year into the second and third Highest academically performing schools specifically by involving Parents in the process. Safe Haven’s Community Service Corps (CSC) turbochargers this process and can help develop World-Class Schools-- SAVING LIVES and Tax Dollars in the process.

    During the Depression in America, it was not uncommon for there to be 40-50 students in a class-- but you could hear a pin drop and true Learning was occurring. Clearly, it was not a matter of money or class-size, it was a question of VALUES. Similarly good OUTCOMES can be found in many other Countries around the World today. To improve, we must ask the question “What are South Korea, Finland and even Canada doing that we are NOT?” The bottom line is, whether in America or around the World, True EMPOWERMENT comes from balancing Rights AND Responsibilities.

     In 1933, in his first inaugural speech, FDR called Welfare a “narcotic.” The more narcotics you give, the WORSE problems become over time. Then, single-parent families accounted for <5% the population. And most of these were the children of soldiers slain in WWI. Sadly, especially from the 60s on, single-parent families have exploded and now account for > 70% households in many urban minority communities. Multiple statistics note the Increased Risk for Poor Academic Outcomes, Gangs, Drugs, Dropouts and Joblessness in single-Parent family households. Clearly, the more that we Promote and  Strengthen Families (especially with two healthy parents), the Better it is for children.

    Thus, obviously, there are both “Short-“ and Long-Term steps that can be taken to significantly improve our Schools in highly Cost-Effective, Win-Win ways. The following is a list of Seven Programs that can be Rapidly Implemented to significantly Improve Academic Outcomes.

2. Seven Programs to Significantly Improve Academic OUTCOMES

     The following is a brief summary of programs from Pre-K on to Strengthen Parental Involvement and build World-Class Schools--marching TOGETHER on Freedom’s Road towards true EMPOWERMENT.

2.1 Pre-K -- Job and Parenting Skills

    Appropriately screened young mothers can earn Daycare Assistant’s Certificates, Job and Parenting Skills and have Safe Havens for their children while continuing with her own education. Thus, instead of dropping out of school, young mothers are Mandated into both continuing their Education and getting Job Skills as an important first step in PREVENTING future problems before they ever begin. Fathers would also be Mandated to pay Child Support if they are not already doing so. Fathers not currently working (e.g., gang bangers, etc.) can be Mandated into CSC Job Programs as well as into Parenting Classes where needed and appropriate along with other wrap-around services (NA/AA, school, etc.)

2.2 Teacher’s Aides, Hall Monitors, Custodial Services, etc.-- Rapid Response Teams

    By having CSC participants working as Teacher’s Aides, Hall Monitors and in similar roles, teachers can focus on TEACHING-- improving overall Positive OUTCOMES and Job Satisfaction. Teacher’s Aides can help not only in the teaching and monitoring of “problematic” students, they can also help ensure that classrooms and schools in general are Safe Havens for Learning and Not places for Pandemonium.

     Similarly, having appropriately trained CSC participants working as “Hall monitors” can also help current CPD officers assigned to schools in helping to both de-escalate and avoid conflicts wherever and whenever possible. Just as “Rapid Response Teams” help to de-escalate issues on Psychiatric Units, similar teams including both Hall Monitors and Teacher’s Aides can be appropriately trained to quickly respond to situations both during regular school hours and during Afterschool programs.

    By routinely videotaping such confrontations using cell phones, we can ensure that not only are Aides acting appropriately but, equally importantly, students are doing as they are instructed in a timely manner. If students know that there will be swift and certain consequences for not doing as instructed (e.g., study Hall time, etc.), we can begin to restore the Respect for Authority that was present in US Schools during the Depression and in many other Countries currently. In the end, it is a Win-Win for Everyone to minimize Disruptive Behaviors and Maximize Learning in our schools.

    Finally, from sweeping floors to helping in the cafeteria, there are many “Community Service Jobs” that can be assigned in addition to Afterschool Programs for Nonviolent Adolescent Offenders to do. Also, appropriate Adult CSC Participants can also serve in such custodial roles to reduce overall costs of maintenance at Chicago Public Schools throughout the City.

2.3 Afterschool Programs -- Monitors, Tutors, Coaches

    While all students might have a certain amount of Afterschool Programs available, by assigning Nonviolent Offenders Adolescents to such programs as part of Alternative Sentencing, we can ensure that they are not only doing their homework and staying away from gangs, drugs and other negative influences, we are helping to provide Positive Alternative behavioral options moving forward.

    Especially when combined with ongoing Support Groups noted below, we can ensure that we are identifying potential problems and providing positive interventions as early as possible moving forward. Thus, by making schools literal Safe Havens, we take an important first step in Preventing gangs and violence in the community at large while Academic Outcomes significantly improve.

2.4 Support Groups for At-Risk Youth and Their Families (SuGARYFams)

    SuGARYFams can ensure an “early line” of Preventive Mental Health dealing with issues involving students AND their families from Abuse and Domestic Violence to Addictions and Joblessness. As noted in the protocols for the Alternative Sentencing of Nonviolent Adolescents, in the future all young offenders would be Mandated not only into Community Service and Afterschool Programs, but other “wraparound” services including Support Groups for At-Risk Youth and their Families that can be run by School Social workers with the assistance of appropriately screened CSC Aides as well as. Thus, not only can problems at home and school be addressed early, but the schools can act as significant “Support Systems” for the families as well.

    Also, by identifying problems early and working with the families to address these issues, the schools can be an integral part of DCFS monitoring programs to ensure that children are not only SAFE, but are having issues identified and addressed EARLY wherever and whenever possible. Again, A PENNY OF PREVENTION IS WORTH A DOLLAR OF CURE. We can now validate this FACT Empirically.

2.5 Apprenticeship Training Programs

    By having students NOT planning on going to college involved in Apprenticeship Training Programs, we can ensure that they have JOBS perhaps starting even Before Graduation. While students involved in Apprenticeship Training Programs can still decide to go to College or Junior College instead of or in addition to participating in JOB Programs post graduation, ALL students moving forward would have a specific PLAN to ensure that those not going on directly to higher education would still be productively employed (literally) after graduation.

2.6 Free-Enterprise Zones, TIFs and Prevention-Oriented County/Community Incentive Plans (POCCIPS)

    By using TIFs and Free-Enterprise Zones, we can encourage businesses to both locate in areas of need and, where possible, participate in on-the-job Apprenticeship Training Programs for Youth and Adults. Through the use of POCCIPs, money saved by Prevention-Oriented programs could be used, at least in part, to help fund and expand JOB-Training Programs in the future.

2.7 College and Beyond -- Universal Education and Community Service

    With the use of both Safe Haven and the Global Energy Independence Program (GEIP), we can reach a BIPARTISAN Win-Win Grand Deal that implements Universal Healthcare and Education in return for students participating in either the Military or Community Service over a period of time. Thus, again, at all points, there is a Balance between Rights AND Responsibilities on the Road to true EMPOWERMENT.

3. Specific Proposals to Incorporate in the Upcoming CTU Contract

    The following are specific proposals building upon the programs in Section 2 that can be highly cost-effective Win-Win Options in the negotiations to implement a new CTU Contract this Summer.

3.1 Pre-K Early Childhood Learning/Affordable Daycare Programs

    While having teen mothers stay in school and get training as Daycare Assistants is a critical part of these programs, they are also providing Safe Havens and important Pre-K Early Childhood Learning environments for the children and Affordable Daycare for All Working Families. If planning begins now during CTU Contract Negotiations, programs can be up and ready by the beginning of the school year.

3.2 Teacher’s Aides

    By having ALL teachers have at least one Teacher’s Aide at all times, it would be possible to increase

class size while actually improving overall Academic Outcomes and allowing the funds for a modest raise in teacher’s salaries. Clearly, this would be a Win-Win for all involved.

    By having some Teacher’s Aides intentionally available during the summer, we can pilot tests these programs especially for classes specifically focusing on Nonviolent Adolescent Offenders. By the beginning of the new school year, however, Teacher’s Aides would be available throughout the City.

3.3 Afterschool Programs

    Again, Afterschool Programs can accommodate the needs for All students (e.g., study halls for finishing homework as well as sports and special-interests groups) as well as the specific needs of Nonviolent Adolescent Offenders and other students violating school rules (e.g., disruptive behaviors, tardiness, truancy, etc.). While, again, pilot programs during the Summer focusing on Nonviolent Adolescent Offenders can be part of a “Summer of Tough Love” (SoTL) strategy, plans would be made to expand these programs citywide for All students starting in the Fall quarter after appropriate CSC participants are screened and trained during the Summer.

    As Afterschool Programs can have a significant Positive Impact on Academic OUTCOMES as well as overall Job Satisfaction for Teachers, it is important that they be included in CTU Contract Negotiations.

3.4 Hall Monitors/Rapid Response Teams

     As noted in Section 2, CSC Hall monitors can not only relieve teachers of this duty, they can assist CPD officers assigned to schools in helping to Rapidly De-escalate potential conflicts when possible. Hall monitors can also assist in ensuring that only authorized individuals are entering schools. Again, since CSC participants are fulfilling “work requirements,” their salaries and health benefits are already paid for. Over time, however, through the use of POCCIPs (see 2.6 above), the funds paying these individuals can become part of the official CPS school budget in the future as with other CSC participants.

3.5 Support Groups for At-Risk Youth and Their Families-Support Group/Community Outreach Assistants

    As the vast majority of At-Risk Youths seen by both DCFS and Mental Health Agencies are also students, it makes sense that these agencies could help staff and fund the presence of Social Workers in all schools on a regular basis. Simply put, integrating and consolidating the activities of these various agencies simply makes sense, saves money and Improves OUTCOMES in the process.

    While school Social Workers may overall supervise such Support Groups, again, appropriately trained CSC participants may help to lead them on a day-to-day basis. Just as AA and NA rely on “lay members” to help run meetings, so too here. Also, Support Group Assistants (SGAs) can be part of Community Mental Health Teams that assist with Home Visits and with regular interactions with other family members as necessary. Thus, for instance, in addition to working with other Mental Health Professionals in addition to Social Workers, SGAs may also work directly with DCFS in the monitoring of the safety of children as well as the overall status of home and family circumstances.

    Again, at least for now, these Support Group Assistants would have funding other than the current CPS budget as part of a Community Service Corps (CSC) program. While some SGA’s could first be assigned to work with Nonviolent Adolescent Offenders and their Families, this program would be expanded during the school year as more CSC participants are trained and available. By closely monitoring OUTCOMES with these programs, they can become more fully integrated in future budgets.

3.6 School Nurses and Preventive Medicine

    Just as with Social Workers, having Health Maintenance Organizations (HMOs) help staff and fund Nurses in ALL Schools do not only Save a significant amount of money, it can significantly improve Preventive Medicine at many levels. Such nurses could, potentially, also be integrated with Inpatient/ Outpatient Continuity of Care Programs that would allow them to follow families as well.

    Also, again, just as with aides for Teachers and Social Workers, having Nurses Assistants who could also conduct home visits as needed would also help to further integrate services, save money, Prevent Problems and Improve OUTCOMES in the process.

3.7 Librarians and CSC Library Aides

     Just as with SWs and RNs, having the Chicago Public Libraries (CPL) assign current librarians to spend a certain amount of their time in schools would be a cost-effective way to use their services. Especially if librarians also taught students of all ages how to do Computer searches for specific information, this critical skill for Jobs of the 21st Century could become a critical part of Excellence in Education.

    Also, by making regular trips to local libraries to complete school papers a regular part of “class assignments,” students could become used to using their local libraries on a routine basis. Instead of duplicating collections of books, students learning to take books out of local libraries and even use e-books, significant savings could be achieved.

    While it may not yet be fully feasible, transitioning from traditional textbooks to e-book texts could, again, save money while improving access to information. By having homework done online and/or using e-texts, there would be significant ways to expand self-paced learning tutorials and have online tutors available for students in the future. Again, introducing such programs would be based on OUTCOMES and could be also applied in many other Countries around the World over time.

3.8 Resident Patrols (RP’s)—Regular and “Electronic” (eRPs)

    While Resident Patrols are already available and have shown their cost-effectiveness for “Safe Passage Programs,” these CSC participant-based programs would be significantly expanded both during the summer and then even further during the new school year. These Resident Patrols may also have further roles as liaisons with other Community resources (e.g., CPD, Crisis Intervention Workers, store owners, etc.) and families in their neighborhoods. Thus, a deliberate effort will be made to move towards Prevention-Oriented interventions wherever and whenever possible. Also, if RP’s are “armed” with cell phones, a significant part of their job may be to simply Skype with the CPD as well as record potential conflicts before they escalate. RP’s would thus NOT “replace” CPD Officers, per se, but they would help participate as their “eyes and ears” within the community.

    In addition to regular RP’s, individuals with Disabilities that limit their ability to work outside of the house can be assigned to “Electronic Resident Patrols” (eRPs) who would simply monitor cameras in their neighborhoods and call in any “problematic” activities to a special CPD number. By the expanded use of integrating current cameras with “block cameras” at each end of local streets and alleys and even private outside front doors and garage cameras, we can significantly improve our ability to monitor communities and, hopefully, PREVENT tragedies before they occur. Time will tell.

3.9 CSC Custodial Staff

    Just as with local businesses within the community, much of the Custodial Work done in schools could, potentially, be done with CSC participants. As noted in Section 2.2, by having some Custodial Work done by Nonviolent Adolescent Offenders as part of their “Community Service,” not only could they do such work before or after school, they would be serving as examples to other students that there are, indeed, negative consequences for being involved with the Criminal Justice System. Again, combining Rights AND Responsibilities becomes a path towards true EMPOWERMENT.

3.10 Local Schools v Busing

    While there was certainly a time where busing help to achieve School Integration in the past, having students most often go to local schools can, in general, be better for the Students while saving the CPS significant amounts of money. Thus, at least on an “experimental” basis, it would be useful to try and make local school assignments the norm rather than the exception especially for Elementary and Middle-School Students. Having free or low-cost bus passes available for High School Students going to schools outside of their communities would also, in general, be more cost-effective than using specialized buses while also helping the CTA in the process.

3.11 Apprenticeship Training Programs

    While Apprenticeship Training Programs may also involve the Cities Junior Colleges, especially for Adults including Nonviolent Offenders, to the extent that these programs will also be a distinct “Track” for High School Juniors and Seniors, it can also be specifically addressed in the CTU Teachers Contract.

    While some classes could occur within the High Schools, much of the on-the-job Training would occur at worksites within the Community. Since local businesses could directly benefit both from the labor of High school and Adult students and, potentially, tax benefits for participating in such programs, it is reasonable that such issues might also be part of CTU Contract Negotiations-- especially as it might relate to the specific roles of Vocational Training Teachers in these programs.

3.12 Paying Off the Pensions with Safe Haven and GEIP-- Universal Healthcare and Education

    Finally, to the extent that teachers could know for certain that past Pension Debts could be paid off completely without having to raise taxes, this would be relevant to Contract Negotiations.

    Also, if Safe Haven and the Global Energy Independence Program (GEIP) are also able to help underwrite the costs of Universal Healthcare and Education on a National level this, too, could have a significant impact on the costs of these programs to the City and Teachers moving forward. Thus, these issues are also relevant to these Contract Negotiations.

    As noted previously, Dr. Ladien is willing to share the simple equation underlying GEIP with Mayor Lightfoot if she is willing to both meet and support the implementation of these Safe Haven programs.

    Since implementation of Safe Haven programs can begin as early as a “Summer of Tough Love” (SoTL) and be further expanded with the start of the new school year in September, the potential SAVINGS (both human and financial) and significant improvements in Academic OUTCOMES are directly relevant to these contract Negotiations. Thus, ultimately, these are decisions that only Mayor Lightfoot can make. But the Time to Choose is NOW. A Penny of Prevention truly IS Worth A Dollar of Cure.

As a Physician and Scientist and, now, Candidate for Congress in CD5,

I fundamentally believe that we must move from Lose-Lose “Politics as Usual” to Win-Win GOOD GOVERNMENT based on GOOD SCIENCE and GOOD PREVENTIVE MEDICINE if we are to finally Break the Gridlock that has held us back for far too long. It is precisely for this reason that I am running now.

   

While you will note that some of the “deadlines” set for achieving some of these goals discussed in my many papers and books will soon be missed, in many ways, this is the entire point. Until and unless we all work TOGETHER on a BIPARTISAN basis, very little will be accomplished. The Future is up to YOU.

   

Below, I will briefly outline a Win-Win BIPARTISAN Contract for America that will be expanded upon further as you simply click on the specific issues of interest to you. It is my fervent hope that these seven issues can help bring about a fundamental Paradigm Shift in how we Solve Problems moving forward.
